Message	it should be higher like 40psi+ iirc. after it idles for a bit it drops down. 25psi seems way low. are you using a mech or elect fuel press gauge. if its elect fuel pressure gauge, maybe its fuel pressure related. if its mechanical, than swap out your fuel pump controller with another one and see if it helps.
